It is the intention of the IPSC Executive Council that the General Assembly be conducted in a businesslike and amicable manner. Except where specifically permitted by the IPSC Constitution, motions will not be accepted from the floor of the meeting. In this way, those Regions unable to attend the Assembly will have the opportunity to vote by proxy on the motions and those Regional Directors present will have had the opportunity to consult with their Regional Directorate prior to the meeting.

That with effect from the January 2009 Edition IPSC Rulebooks, the IPSC General Assembly approves the following rules for all disciplines (reference numbers will change):

2.2.1.5 Fault Lines may be supplemented with tape or rope on vertical stakes to prominently designate areas deemed to be untraversable by competitors. Full details of the untraversable areas must be published in advance of the match and must be included in the written stage briefing. Competitors intentionally stepping on such areas during a course of fire will be stopped, and the stage will be scored up to that point "as shot", including all applicable misses and other penalties.

21) Muzzle angles

27. Motion
That with effect from the January 2009 Edition IPSC Rulebooks, the IPSC General Assembly approves the following rules for all disciplines (reference numbers will change):

2.1.2 Safe Angles of Fire – Courses of fire must always be constructed taking into account safe angles of fire. Consideration must be given to safe target and frame construction and the angle of any possible ricochets. Where appropriate the physical dimensions and suitability of backstops and side berms must be determined as part of the construction process. Unless otherwise specified, the default maximum muzzle angle is 90 degrees in all directions, measured from the front of the competitor facing directly center downrange. Violations are subject to Rule 10.5.2.

2.1.2.1 Subject to the direction and approval of the Regional Director, stage(s) or range specific muzzle angles (reduced or increased) may be approved. Full details of the applicable angles must be published in advance of the match and must be included in the written stage briefings (also see Section 2.3). Violations are subject to Rule 10.5.2.

10.5.2 Allowing the muzzle of a firearm to point uprange, or past the default, or specific safe angles of fire during a course of fire. (Limited exceptions: see Rules 5.2.7.3 and 10.5.6).

26) Introducing reloads in Medium and Long Courses

There has hardly been a General Assembly where magazine capacity in some form or another has not been an issue. Originally, the order of the day was to impose restrictions on the magazines themselves. In Open Division, these restrictions arbitrarily limited magazine length by measuring. In Standard and Modified Divisions, magazines were restricted by inserting them in the pistol before putting the pistol in the IPSC Box. Production Division is currently in a state of ammunition capacity turmoil.

Restricting the magazines themselves or arbitrarily limiting the number of rounds loaded is the wrong path.

Simply introducing one reload anywhere in Medium stages, and two reloads anywhere in Long stages, will make all these issues go away. Questions of magazine length, size, capacity, shape and form all vanish.

Eliminating all magazine restrictions, and adding the challenge of reloading will mean that more styles of pistols will become competitive including the beloved single-stack models.

No doubt, one may bring up the question of 'freestyle'. Freestyle means that competitors are free to think and to solve challenges in the manner they choose. Adding reloads to Medium and Long courses of fire is not ordering competitors where, when, or how to reload.

With no restrictions whatsoever on magazines, no competitors are disadvantaged and all existing magazines can continue to be used without any problems.

Introducing reloads will bring back challenges, excitement, and skills lost over time plus serve to re-energize our matches.

35. Motion
That the 2009 Edition of the IPSC Handgun Rules include the following revisions:

1.2.1.2 "Medium Courses" must not require more than 16 rounds to complete nor require more than 3 shooting locations. Course design and construction must not require more than 9 scoring hits from any single location or view, nor allow a competitor to shoot all targets in the course of fire from any single location or view. Competitors must, after firing at least one round and before firing their final round, minimally complete one reload, failing which one Procedural Penalty will be accessed.

1.2.1.3 "Long Courses" must not require more than 32 rounds to complete. Course design and construction must not require more than 9 scoring hits from any single location or view, nor allow a competitor to shoot all targets in the course of fire from any single location or view. Competitors must, after firing at least one round and before firing their final round, minimally complete two reloads, failing which one Procedural Penalty will be accessed for each reload not completed.

27) Action Air

People are no longer entering shooting along the traditional pathways. If IPSC wants to expand its base, it needs to understand what motivates people, especially young people, to choose shooting from the array of other activities available to them today, and at the same time, recognize the constraints that have been imposed on recreational shooting over the years.

With increased urbanization comes the loss of land available for shooting ranges. This creates additional travel time to shooting ranges, adding time pressures to already busy schedules. Fewer and farther ranges mean less actual range time.

Surveys confirm that it was fathers or friends that got most shooters initially started in shooting. The data also shows that non-shooters contemplating recreational shooting are concerned about not having convenient access to places to shoot and that they want a safe, controlled environment to overcome the initial apprehensions of maybe doing something wrong.

Much like training wheels on a bicycle, Action Air provides a safe, controlled, home environment that can enable and provide helpful teaching, training, and mentoring. Reinforcing safety, safe gun handling, and honing fundamental skills at home will increase the quality of the actual range time, decreasing those initial apprehensions, and building interest.

Furthermore, there are reduced costs to get a person started in shooting. Action Air gives the beginning shooter (and family members) an opportunity to become interested and involved in shooting without the initial costs becoming a burdensome factor.

Many Regions have extended waiting periods for handgun licensing and permits. Action Air would allow these future members the opportunity to practice and shoot while waiting. People today, young and old, have become accustomed to immediate gratification with television and the Internet. They aren't used to waiting. Action Air allows for the interest and enthusiasm in shooting now, not a year down the road.

Action Air matches would provide an excellent environment to develop competitive skills, far less daunting than jumping into competition for the first time with a handgun. Action Air shooters can make the mistakes and enhance their skills before taking the next step.

Action Air shooters can be further hooked by introducing a Crossover Proficiency Test. This will allow Action Air shooters to participate in IPSC handgun matches following the successful completion of a live fire Crossover Proficiency Test.

Action Air provides a safe, controlled, convenient environment for the introduction to IPSC shooting, making it an overall part of the strategic plan to recruit and retain new shooters. Recognizing Action Air as an actual IPSC discipline legitimizes it and allows for the organization on the Regional level under the overall supervision of the IPSC General Assembly.

Action Air can be one of the biggest recruitment tools of new shooters entering IPSC competition because it meets the needs of the new shooter and fits in with today's world of less, free and more structured, time.
